Virginia Institute of Marine Science, Center for Coastal Resources Management | APNEP Science and Technical Advisory Committee Representative

Dr. Kirk Havens is the Director of the Coastal Watersheds Program and Assistant Director of the Center for Coastal Resources Management at the Virginia Institute of Marine Science. His research interests include wetlands ecology, environmental law, public policy, marine debris, and land use and watershed issues.

Ms. Holly White (Vice Chair)
Town of Nags Head | Local or regional council of government representative, APNEP Engagement and Stewardship Action Team member

Holly White is Principal Planner for the Town of Nags Head on North Carolina’s Outer banks. Her professional interests include community planning, grant writing, stakeholder engagement, and environmental issues such as flooding, water quality, and adaptation strategies.

Dr. Wilson Laney
US Fish and Wildlife Service, South Atlantic Fisheries Coordination Office | APNEP Science and Technical Advisory Committee representative, APNEP Freshwater Habitat and Fish Passage Action Team member

Dr. Wilson Laney is a Senior Biologist specializing in fisheries and ecological services for the US Fish and Wildlife Service. He serves as regional FERC Coordinator, regional designee to the Atlantic States Marine Fisheries Commission and South Atlantic Fishery Management Council, and is adjunct faculty at North Carolina State University and East Carolina University. John Nicholson is Chief Deputy Secretary for the NC Department of Environmental Quality, where he is responsible for coordinating the efforts of the staff in addition to supporting the planning, resourcing, implementation and execution of the department’s mission and core functional areas.  He provides direct leadership support to the Division of Marine Fisheries, the Division of Environmental Assistance and Customer Service, the State Energy Office and special projects as assigned.

D. Reid Wilson is the chief deputy secretary of the North Carolina Department of Natural and Cultural Resources. He brings a wealth of experience in land conservation, environmental protection, and government and nonprofit leadership to the department.

Paul Cough
Orange County, NC | At-large member

Paul Cough is the former Director of the Oceans and Coastal Protection Division of the US EPA, where he supervised the National Estuary Program, the National Coastal Condition Assessment, the Ocean Dumping Program, and programs on vessel discharges, plastic pollution and climate resilience.  He also served on EPA’s emergency response teams for the Deepwater Horizon oil spill and Hurricane Katrina.

Mac Gibbs
Hyde County, NC | At-large member 

Mac Gibbs is the former Hyde County Extension Director for the NC Cooperative Extension, where his area of responsibilities were "All Agriculture" and "Community and Resource Development". He graduated from NC State with a BS in Agriculture Education and a Masters of Horticulture Science. He has been a commercial fisherman, a farmer and an adult educator.

Dr. Tom Allen is a Professor of Geography in the Department of Political Science and Geography at Old Dominion University. His research interests include coastal and marine geography, coastal resources and hazards, sea level rise, and applications of Geographic Information Systems and remote sensing.
